Is this a good idea for my girlfriend's birthday?

I am a senior and high school. My girlfriend and I have been together for like 2-3 weeks and now its her birthday. I have like 30 bucks I can use. Her best friend is going to surprise her in the morning by taking her out to breakfast around 7am. But before she shows up to surprise her I am thinking going to buy flowers and cover her driveway in flower petals up to her doorway and a bouquet of flowers/candy is at the top or a single rose/candy. And I am gonna surprise her by being at the restraunt that her best friend is going to be at. Do you guys think that is a good enough or should I do that and try my best to get a gift for her?
