How can I lose calves & thigh fat?

I am 149 pounds. So I dont have that some fat on my thighs. Just little bit. I want to tone by thighs and calves. I do everyday 30 minutes running/jogging on treadmill. Will that help, I don't want to do more than 30mins. I also do 200 crunches 3x times a day for my stomach.
